Draft SS 562:2026

Code of practice for safety in excavation operations (Revision of SS 562:2010)

OVERVIEW

This standard provides specifications on the management of risks associated with excavation works, including work within excavations and backfilling operations. It addresses risks to persons working at, in or near excavations, as well as risks to structures and adjacent activities that may be affected by such works.

The revised standard strengthens excavation safety practices by introducing clearer role definitions, updated risk control measures, and guidance on emerging technologies and modern construction practices.
The key changes in this revision are as follows:

? Expanded the scope to cover the full lifecycle of excavation operations, including backfilling and reinstatement.

? Introduced design for safety (DfS) principles to eliminate design risks at the design stage.
? Established clear and specific roles and responsibilities for individuals such as professional engineers, designers, managers and supervisors.
? Organised hazards into eight defined categories to facilitate a systematic risk assessment process.
? Incorporated technological advancements such as vehicular proximity sensing, collision avoidance and real-time monitoring systems.

Users of the standard include operators, suppliers, workplace safety and health officers, safety consultants, project/site managers, engineers, contractors, developers, TIC bodies, institutes of higher learning (IHLs) and relevant government agencies.
