Guidelines on data standards (terminology) to support interoperability of healthcare system records

OVERVIEW

This Singapore Standard gives guidance on data standards for patients’ data to ensure the consistent use and management of the prescribed terminology and codesets. It covers demographics data (NHDD), laboratory test identity (LOINC), drugs and vaccine data (SDD), supporting drug information (SMST), and diagnosis data (SNOMED CT). It outlines licensing agreements for patient health data summaries and specifies data elements and structures for information exchange, including data maintenance, exchange formats, code retirement management, and mapping of local codes and data standards.

This standard aims to guide organisations in the healthcare ecosystem in adopting and implementing data standards in any relevant information technology (IT) systems that they are developing, implementing or adopting. These systems include electronic medical records (EMR), clinic management systems (CMS), laboratory information systems (LIS) and other related technology systems.

This standard is not applicable to healthcare interoperability standards or communication protocols, such as Health Level Seven (HL7), Fast Healthcare Interoperability Resources (FHIR), clinical document architecture (CDA), data exchange protocols, or messaging standards. It also does not cover the technical aspects related to system integration.
